In 2015 namecheap changed their dashboard, which made all the tutorials obsolete. Here is the way to connect your domain to blogger using namecheap new control panel.

Step 1:

Login to your blogger and and click on Settings > Basic > publishing section>Setup a third party URL for your blog

Step 2:

Put in  your custom domain with www and then click on Save button. A error will appear, just keep going

Step 3:

Sign in to Namecheap.com; - click on the 'Domain List' on

the

left; hover over the house icon next to the domain you want

 to change settings for and click 'Advanced DNS';

Step 4:
- choose 'Add records';

Step 5: click 'Add records' button once again; - choose CNAME for the record type, fill the 'Host' field with www and Target with ghs.google.com; - click 'Save Changes'.

Click on 'Add more records'; - select CNAME Record for the record type, then fill the 'Host' field with the subdomain from Blogger and paste the CNAME value into the Target. (what you got from blogger in step 2) - once done, please save the changes.

Click on 'Add more records';  select "URL Redirect record " from the dropdown menu, you can find it if you scroll a little.

Enter your domain name with www.fill in 'Destination URL' field with www.yourdomain.com and choose ‘Unmasked’ (or 'Permanent 301') for Redirect Type; - choose 'This domain' for the 'Domain to redirect' and save the changes;

Step 6:
Go back to blogger and click "save" again. You should be good to go.

It may take up to 30 minutes for the new settings to be accepted globally.
You might also want to make sure, that there are no conflicting records for @ and www hosts and disable or remove them, if there are any. The records you need to check may be of Unmasked/Masked Redirect, A or CNAME record types. Please also make sure, that the MX and TXT records remain the same.
